Patch a Service

Create a new service if a service with the given ID does not already
exist. Creates new service entries if populated in the service.
If a service with the given ID already exists, patch the service
including the nested service entries.
This API is available when using VMware Cloud (AWS, Dell-EMC, Outpost, Hyperscalers) or VMware NSX-T.
